PM Awas Yojana Gramin Odisha 2026: Eligibility, Beneficiary List, and Instalments

Pradhan Mantri Awas Yojana Gramin (PMAY-G) is the Government of India's flagship rural housing programme, administered by the Ministry of Rural Development and implemented in Odisha by the Panchayati Raj and Rural Development Department. The primary portal is pmayg.nic.in. This guide covers everything Odisha beneficiaries need to know in 2026 — eligibility, how to check your name on the beneficiary list, how instalments are disbursed, land document requirements, and how to raise a grievance.

What is PMAY Gramin?

PMAY-G provides financial assistance to eligible rural households to construct a pucca (permanent) house. The scheme targets households living in kutcha or damaged houses, determined through the Socio-Economic Caste Census (SECC) 2011 data. Odisha has one of the highest PMAY-G allocations among Indian states given its large rural population.

Eligibility Criteria for PMAY Gramin in Odisha

Eligibility is determined through the SECC 2011 data and Gram Sabha verification. Priority categories:

  • SC/ST households
  • Freed bonded labourers
  • Families with widows or women as sole breadwinners
  • Families with disabled members and no able-bodied adult earner
  • Minorities and other BPL categories

Automatic exclusion (ineligible): Households are excluded if any member owns a motorised vehicle (car, tractor, boat), has a refrigerator, landline phone, or irrigation equipment; or if a member is a government employee, income taxpayer, or earns above a set income threshold; or if the family already owns a pucca house in any district.

Final selection: The Gram Sabha approves the final list from the SECC-derived priority list.

You can also use the Awaas+ mobile app (available on Google Play Store and App Store) to check beneficiary status and instalment details.

Instalment Disbursement Under PMAY Gramin

PMAY-G funds are disbursed directly to the beneficiary's bank account (linked to Aadhaar) in instalments tied to construction progress. A field functionary from the Gram Panchayat or Block uploads geo-tagged photographs of the construction at each stage to the MIS before the next instalment is released.

Land Documents Required for PMAY Gramin in Odisha

PMAY-G requires that the beneficiary owns the construction plot. Required land documents:

  • RoR (Khatiyan) printout from Bhulekh (bhulekh.ori.nic.in) showing the applicant's name as Tenant — get your RoR by searching by Tenant name or Plot number
  • Land Patta if the plot is government-allotted (pattaland)
  • Affidavit if the land is under mutation (Dakhil Kharij process pending)

If the RoR still shows a previous owner's name (e.g., after inheriting or buying the land), complete mutation (Dakhil Kharij) at the Tahasil before applying for PMAY-G, so your name appears as the Tenant on the official land record.
